The enrollment of the foreign citizens shall be:

• the study places without tuition fees and no scholarship in the mandatory Romanian educational system.
• the study places with tuition fees in foreign currency in the higher educational private accredited system in Romanian.
• in the limit of the schools capacity in accordance with the admission procedure of each education institution.

The enrolment is done according to the methodologies published by the Ministry of National Education and Scientific Research and also to the admission procedure of the university. At the study programs at which the process is carried in the Romanian language (minimum B2 level), and the foreign citizens can be enrolled at the university studies after graduating from the preparatory year.
The length of the preparatory year for undergraduate studies (Bachelor) is one academic year, and for master degree, Ph.D. and postgraduate is at least six months, at the high education institution accredited to organize a preparatory course for learning the Romanian language.

Are to be exempt from the requirement to submit the certificate of graduation from the preparatory year for the enrolment at the study programs taught into Romanian language the following categories:

• which proves Romanian documents (diplomas and certificates) and study documents, transcript of records to certify at least four successive years followed in Romanian language, in a Romanian school;
• which, for the enrolment in the academic education to pass the Romanian language test, taking place in an institution of higher education accredited to carry out such specialization. After passing the test, a Certificate of Linguistic Competence will be issued;
• which, for the enrolment in the academic education presents a Certificate of Linguistic Competence (minimum B2 level) issued by the Romanian Language Institute.

The admission for study programs in foreign languages is conducted according to the annually methodologies developed by the Ministry of National Education and Scientific Research. The admission is conditioned upon the promotion of a linguistic test, except people from countries where the official language state is in language courses to be carried out and prove with documents that have attended school in that language.

Foreigners are eligible for studies in Romania if:

• they provide documents proving citizenship of their mother country;
• they are graduates with bachelor’s degree or its equivalent, together with other documents required for the recognition and equivalence of their studies.

The admission procedure for foreigners, Romanian citizens who have studied abroad and Romanians around the world is conducted as follows:

• the application files are sent directly to the accredited institution of higher education selected by them; this institutions assess and submit the files to the Ministry of National Education and Scientific Research, according to our national regulation system.
